The Opportunity Think Evolutionary is seeking a Realty Specialist to support our customer at the U.S. Department of State (DoS) in Washington, DC . This role is ideal for a real estate professional who understands the complexity of federal property and lease actions and can translate policy, legal authorities, and acquisition strategy into executable plans. You will serve as a trusted advisor and liaison across government and private-sector partners, supporting high-impact realty initiatives that shape mission delivery. Job Overview The Realty Specialist provides analytical, technical, and strategic support across the real property lifecycle, with an emphasis on land acquisition, lease procurement, prospectus-level leasing actions, and federal real estate program execution . This role supports short- and long-range space planning, policy proposals, cost and price analyses, and stakeholder coordination throughout lease procurement and space delivery processes. Key Responsibilities Policy, Authority & Acquisition Strategy (25%) Prepare recommendations and policy proposals addressing land acquisition, transfers of military property, prospectus-level leases, and the legal authorities enabling DoS to acquire and develop real property. Develop and evaluate new policies, methods, techniques, and criteria; advise on interpretation and implementation of new or revised procedures. Space Planning & Technical Documentation (20%) Support the Division Chief and Office Director in short- and long-range planning for immediate and projected space requirements. Develop prospectus materials and draft use permits, licenses, assignment memos, scopes of work, and other technical real estate documentation. Develop housing plans, point papers, options, and briefing documents reflecting relevant risks, constraints, and decision factors. Program & Project Execution Support (20%) Assist in planning, directing, coordinating, implementing, and administering DoS projects related to acquisition, termination, construction, renovation, repair, and management of real property. Research, analyze, and evaluate interrelated work activities, programs, and management practices to monitor project performance and support delivery. Stakeholder Engagement & Liaison (15%) Serve as a principal point of contact and liaison with GSA, military partners, state and local agencies, and private-sector stakeholders. Provide consultative support to customers and stakeholders during planning and throughout lease procurement and space delivery. Lease Procurement, Cost Analysis & Process Improvement (20%) Develop standards and guidance to improve lease procurement practices and methodologies, including innovative financial arrangements. Perform cost and price analyses to support negotiation positions for lease realty projects and broader integrated workplace solutions needs. Share information affecting rent and portfolio projections with appropriate staff; maintain IRPMS accuracy to the greatest extent possible, including reasonable projections when details are TBD. Provide critical analysis and procedural recommendations to leadership in response to evolving business needs and program changes. Job Scope This position operates in a highly regulated federal environment where real estate actions must align with statutory authorities, policy, and mission requirements. The Realty Specialist supports complex realty programs and projects—often involving multiple stakeholders, competing priorities, and sensitive information—while ensuring accurate documentation, sound analysis, and effective communication from planning through execution. Skills & Experience Minimum Qualifications U.S. Citizenship required (due to the nature of the work and access requirements). High School Diploma required. Three (3) years of specialized experience interpreting and applying laws, regulations, and policies associated with real estate acquisitions and managing federal real estate projects. Demonstrated experience performing the full range of real estate functions, including lease acquisition, lease policy development, lease process improvement, lease project management, and lease systems implementation . Progressive experience planning the scope and direction of acquisition and disposition programs, including: Managing, planning, developing, organizing, administering, and coordinating complex real estate programs Analyzing acquisition projects to determine real estate requirements and researching deeds/public records to determine ownership Assisting others with analyzing and applying real estate policies/procedures, including a foundational understanding of plat mapping and legal descriptions (metes and bounds, rectangular survey, lot and block) Analyzing alternatives and their effects on program performance and mission accomplishment Knowledge of real estate principles, policies, and methodologies Security Clearance: Active Secret clearance (required). PMP Certification: Required by start date or must be obtained within 12 months of hire and maintained thereafter. Preferred Qualifications Federal leasing/realty experience supporting DoS, GSA, or other civil/military agencies. Experience developing prospectus documentation and supporting high-visibility briefings for senior government stakeholders. Strong negotiation support skills, including price/cost analysis for lease actions and integrated workplace solutions.
