HR Manager – Talent & Learning

Industry: NGO Job Summary We are looking for a dynamic and strategic HR Manager – Talent & Learning to drive people development, strengthen leadership capability, and build a high-performance culture within our organization. This role plays a key part in shaping talent strategy and supporting sustainable organizational growth. Main Responsibilities 1. Leadership & Team Management Lead and develop the HR team to deliver high-quality HR services Partner with leadership to align people strategy with organizational goals 2. Talent Acquisition & Workforce Planning Design and implement effective recruitment strategies Lead manpower planning and build strong talent pipelines 3. Learning & Development Develop and execute learning strategies to enhance employee capability Implement leadership development and succession planning programs Promote a culture of continuous learning 4. Talent Management Oversee performance management systems Drive employee engagement and retention initiatives Support career development and internal mobility 5. HR Data Analytics & Reporting Utilize HR data and analytics to support strategic decision-making Monitor KPIs related to workforce performance and development Main Requirements Bachelors degree in HR, Business Administration, or related field 5–8+ years of experience in HR, Talent Management, or Learning & Development Strong leadership and stakeholder management skills Experience in NGO or mission-driven organizations is a strong plus Strong analytical and communication skills Good English proficiency
