Director Administration & Operation Management KSA

JOB PURPOSE: The Director of Administration & Operations Management is responsible for leading and overseeing end-to-end telecom operations and administrative functions across KSA. The role ensures operational excellence, regulatory compliance, cost control, and effective coordination between technical, commercial, and support teams to support large-scale telecom projects. ROLES & RESPONSIBILITIES : Operations Management Lead and manage telecom operations including rollout, optimization, O&M, and project execution across KSA. Ensure timely delivery of projects in line with STC / Mobily / Zain standards and contractual SLAs. Develop and implement operational strategies, policies, and KPIs to improve efficiency and productivity. Oversee resource planning, workforce deployment, and vendor/subcontractor management. Administration & Support Functions Oversee administration, HR coordination, logistics, procurement, and facility management. Ensure compliance with Saudi labor laws, GOSI, Muqeem, Iqama, and visa regulations. Implement strong internal controls, SOPs, and reporting structures. Financial & Cost Control Monitor operational budgets, cost optimization, and profitability. Coordinate with finance on invoicing, collections, and cash-flow planning. Approve operational expenditures within delegated authority. Governance, Compliance & Risk Ensure compliance with CITC (now CST) regulations, client requirements, and company policies. Manage operational risks, audits, and corrective actions. Maintain high standards of HSE and quality compliance. Leadership & Stakeholder Management Lead senior managers and department heads; drive performance through KPIs.
